What a consular section does

An embassy represents its country, while the needs of citizens are handled by its consular section. For students and expats in Egypt it is the main place to go with documents. Services and fees differ by country, but the consular section usually helps with:

• A new passport when the old one is expiring, damaged or out of pages.
• A certificate of return when a passport is lost or stolen and you need to go home.
• Consular registration for those who live, study or work abroad.
• Certificates, powers of attorney, certified signatures and copies.
• Registering the birth of a child, a marriage and other civil status records, if the consulate offers these services.
• Legalising Egyptian documents for use at home.

Russia, the embassy in Cairo and the consulate general in Hurghada

The consular section of the Russian Embassy is in Cairo, in Dokki, at 34 Misaha Street. Visits are strictly by appointment booked on cairo.kdmid.ru. According to the embassy, it receives visitors on Sunday, Tuesday, Wednesday and Thursday from 9:30 to 13:30, and Wednesday is for Russian citizens only.

The Cairo consular district covers Cairo, Giza, Suez, Port Said, Sinai and neighbouring provinces. Residents of the Red Sea, Luxor, Aswan and several other southern provinces are served by the Russian Consulate General in Hurghada (Intercontinental area, Samra Bay Residence).

Consular registration is voluntary for Russian citizens, but it makes it easier for the embassy to reach you in a difficult situation. If a passport is lost, the consulate issues a certificate of entry (return) to Russia, under foreign ministry rules within two days, or up to ten with an additional check.

Kazakhstan, many services through eGov

The Embassy of Kazakhstan in Egypt has an official page on the gov.kz portal (the mfa-cairo section). It lists the address, phones and consular information. Check contacts there: directories are often out of date.

Kazakh citizens abroad can do a lot through egov.kz: register the birth of a child or a marriage, change a name, or get temporary consular registration for study or a business trip. The finished certificate is collected at the consular section on the set day. You can also order a Kazakh passport through the portal while abroad.

If a passport is lost, the consulate issues a certificate of return, which allows one entry into Kazakhstan. Usually you need a police document confirming that you reported the loss, two colour photos of 3.5 by 4.5 cm and a receipt for the consular fee.

Uzbekistan, booking through my.gov.uz

You can book an appointment at the Embassy of Uzbekistan on the my.gov.uz public services portal, and the service is free. Forms for consular services, such as a certificate of return, are filled in on consulate.mfa.uz with an electronic photo attached.

Those who live abroad for more than six months can get temporary consular registration online. The embassy in Cairo also holds mobile receptions: in early April 2026 diplomats met compatriots in Nasr City about passports, certificates, powers of attorney and legalisation.

A certificate of return is issued only after your identity is confirmed from Uzbekistan, so allow time for it. The embassy also advises always carrying your passport and a valid visa or iqama.

Kyrgyzstan, a new embassy and the Electronic Consul

The Embassy of Kyrgyzstan in Cairo was established by a presidential decree of 15 December 2025, which took effect on 1 January 2026. Talgat Ashirbekov was appointed the first ambassador in May 2026. Before that, Egypt was covered by the embassy in Saudi Arabia, and citizens were served during visiting consular receptions.

Look for the address and phones of the embassy in Cairo on the website of the Kyrgyz foreign ministry, mfa.gov.kg. Many services are available through the Electronic Consul service of the ministry (e-consul.gov.kg), where you can choose a date and time for a visit and register with the consulate. The mobile app, launched in test mode in June 2026, also lets you apply for a certificate of return.

The certificate of return is valid for no more than 30 days and only allows entry into Kyrgyzstan. After returning you need to get a new passport.

Tajikistan, where to find contacts

The Embassy of Tajikistan also works in Cairo. Check the current address and phones on the Tajik foreign ministry website mfa.tj and the consular portal consular.tj: directories list different numbers.

According to the consular portal, Tajik embassies and consulates issue ordinary passports to citizens who live permanently or temporarily in the host country. Children under 16 need a birth certificate. Ask the embassy by phone how to book an appointment.

What to bring to the appointment

The exact list depends on the service, but you will almost always need the following:

• Your passport, or if it is lost, a copy and a police report.
• Your iqama or residence card, if you have one.
• Photos of the required size, the requirements are on the embassy website.
• The application form, if it is filled in online in advance, and the appointment confirmation.
• Documents for your case, such as the birth certificate of a child, a marriage certificate or a letter from your university.
• Copies of all documents and money for the consular fee. Find out in advance how to pay it.

Check the official website before you go

Addresses, opening hours and booking rules change: embassies move, launch online services and introduce electronic queues. So always check the official website of your embassy or foreign ministry rather than chats and old directories.
